Is Sports Betting Legal in Minnesota?
No. Minnesota sports betting is not legalized in the state. Despite countless efforts to bring regulated sports betting to the state, each attempt has lost traction.
On January 30, 2025, Senator Matt Klein introduced SB757. This bill would authorize sports betting in MN in partnership with the North Star State’s 11 federally recognized tribes, giving each of them one license for online sports betting. However, following a discussion of the bill on February 13, 2025, the Senate Committee on Government and Local Affairs ended in a deadlock vote.
MN sports bettors still have a glimmer of hope after Rep. Cedrick Frazier introduced Minnesota House Bill HF 1842, which was brought to the House Commerce Finance & Policy Committee on March 3, 2025. This MN sports betting bill seeks to authorize sports betting and fantasy contests in the state.
Meanwhile, sports betting fans in the state can access offshore online betting sites outside the US that offer safe, accessible online sports betting.
Other MN sports betting options available to bettors in the North Star State include Daily Fantasy Sports betting, which is neither legal nor illegal. As such, DFS operators such as FanDuel and DraftKings offer betting options to MN residents.
Horse racing is legal in Minnesota, with bettors having access to simulcast betting at the state’s two racetracks, Canterbury Park and Running Aces Casino and Racetrack, regulated by the Minnesota Racing Commission. MN residents can also access online horse racing betting via FanDuel Racing and offshore bookmakers.
When Will Sports Betting Be Legal in Minnesota?
There is no given timeline for when Minnesota betting will become legal. Bill HF 1842 is in the pipeline and, if passed, would authorize sports betting and DFS wagering in the state. However, the deadlock on SB757 has left sports betting fans with little hope.
Can Minnesota Bettors Use Offshore Betting Sites?
Minnesotans have access to offshore sports betting sites. These MN sportsbooks aren’t based in the US, which means state and federal gambling laws don’t govern them. These sites sit in a legal gray area, which allows Minnesotans to access them without breaking the law.
What You Can’t Bet on in Minnesota?
Currently, Minnesota Statutes, sections 609.75 and 609.76, outline sports betting as illegal. As such, bettors can only access DFS wagering and horse racing betting.
Are Sportsbook Winnings in Minnesota Taxable?
Since Minnesota betting is not yet regulated, there are no taxes that apply to sportsbook winnings. Further, offshore sportsbooks do not have the authority to tax your winnings as they operate outside the US.
Minnesota Sports Betting Timeline
Lawmakers in Minnesota have tried for years to introduce regulated sports betting into the state. We cover the most recent attempts and developments in our Minnesota betting update:
- March 3, 2025: Rep. Cedrick Frazier introduced Minnesota House Bill HF 1842, a companion bill to SB 757. This bill also seeks to introduce regulated online sports betting and DFS wagering.
- February 13, 2025: The Senate Committee on Government and Local Affairs reached a deadlock on a vote on SB757, while Senate File 978 was tabled.
- February 3, 2025: Senator John Marty introduced Senate File 978, a competing sports betting bill that focuses more on betting safety and would authorize sports betting in the state but include a ban on prop bets and have liabilities in place for gambling companies.
- January 30, 2025: Sen. Matt Klein introduced bill SB757, which would legalize online sports betting and provide 11 licenses for the state’s federally recognized tribes.

Although BetNow also provides four welcome offers, these are relatively low in value compared to the offerings of competitor sites. BetNow may only offer betting on 10 sports. Still, they are the most favored sports in the US and come with intensive national and international coverage, allowing you to bet on thousands of matches worldwide. As such, you can find top markets on the Minnesota Vikings during the NFL and the Minnesota Lynx during the WNBA.

Minnesota Professional Sports Teams to Bet On
The North Star state is home to a large complement of professional sports teams, giving avid bettors several top options to back over a number of sports. Let’s review some of the top options to bet on at Minnesota sports betting sites:
NCAA
Betting on collegiate sports in MN means backing the state’s top team the Minnesota Golden Gophers. As one of the leading D1 men’s basketball teams, you can find plenty of spread and moneyline markets on March Madness at the top NCAA betting sites.
NBA
Wagering on pro basketball and the National Basketball Association is a high priority for Minnesotans looking to back the Minnesota Timberwolves. Top NBA betting sites offer the hottest odds on the team.
NFL
Backing the Minnesota Vikings at the Super Bowl is simple when visiting the best NFL betting sites, particularly if you’re looking for top game and player props.
MLB
Minnesota is home to one of the hottest Major League Baseball teams. You can back the Minnesota Twins using runlines, moneylines, and props at the best MLB betting sites.
NHL
Ice hockey is another top sport for Minnesotans. Backing the Minnesota Frost during the Professional Women’s Hockey League (PWHL) or wagering pucklines on the Minnesota Wild during the NHL season or the Stanley Cup is simple when visiting top NHL betting sites like Bovada.
Deposit and Withdraw from MN Sports Betting Sites
Secure online sportsbooks in Minnesota provide several recognizable and safe payment methods that you can choose from when transacting on their sites. These options often include:
Credit & Debit Cards (Visa, Mastercard)
A popular traditional payment method offered by Minnesota betting platforms is credit and debit cards like Visa, Mastercard, Discover, and American Express. Typically, these have no deposit fees and process instantly, while withdrawals are less common.
E-Wallets (PayPal, Skrill, Neteller)
These digital payment systems offer quick transactions from your bank account or credit card to your betting account and back without you having to share sensitive banking information. While safe, these options incur fees.
Cryptocurrencies (Bitcoin, Ethereum, etc.)
Digital assets like Bitcoin, Tether, and Ethereum are decentralized cryptocurrencies that follow unique regulations to those imposed on traditional payment methods. These transactions occur on the blockchain network instead, allowing for anonymous transactions with no fees, instant processing, and higher limits.
Bank Transfers & Prepaid Cards
Prepaid cards offer instant, fee-free deposits but are not available for withdrawals. Conversely, MN sportsbooks offer bank transfers for withdrawals only, but these have high fees and take weeks to pay out.
Available Sports Wagers at Legal Minnesota Sports Betting Sites
Bettors visiting Minnesota sports betting sites have access to many exciting betting lines and markets when backing their favorite players and major sports teams and athletes, such as:
- Moneyline – This is the most common betting line, which allows you to bet on which team you think will win the match.
- Spread Betting – These markets involve the MN online sports betting site applying a point spread to both teams. A wager on the favorite will only win if the team wins outright and scores more points than outlined by the spread, while an underdog bet will only win if the team wins outright or loses by fewer points than the spread.
- Totals – MN bookies allow you to bet on the total combined score of both teams at the end of the match. The bookmaker outlines what it predicts the score will be, and you must wager whether you think this value will be less (under) or more (over) than the bookie’s prediction.
- Prop Bets – These wagers offer betting on aspects other than the game’s outcome. Player props offer bets on player performance, like the first to score, while game props offer wagers on happenings within the game like the first team to reach two goals.
- Futures – Some Minnesota betting sites offer the chance to place bets on outcomes that will only take place in the distant future, like which team will win the Stanley Cup or the Super Bowl.
- Parlays – These are risky wagers that involve several smaller bets or legs on several sports matches. To win your parlay, you must win all the legs of your bet.
- Live Sports Betting – Top sites offering sports betting in MN provide in-play wagering, where you can bet on sporting events already underway using fluctuating odds.
Minnesota Betting Apps
Online sports betting is gaining traction across the US, with mobile sports betting hot on its heels. As such, top betting sites now provide Minnesota sports betting apps. These platforms may come as downloadable betting apps or websites optimized for mobile use.
Top Minnesota gambling platforms offer mobile-optimized websites as these are compatible with iOS and Android devices and provide access to all the same sports, markets, odds, and promos found online.
DFS Pick’ Em in Minnesota in 2025
Daily Fantasy Sports betting is not regulated in Minnesota. However, the state doesn’t highlight it as legal or illegal and as such, bettors can visit MN sportsbooks like FanDuel and DraftKings to place bets on DFS leagues and matches.
Responsible Gambling in Minnesota
All the best sites for Minnesota wagering offer responsible gambling measures that will help you stay the course. Many of these legal sportsbooks provide the option to apply for self-exclusion or set limits on your budget or time on the site. If you are struggling with problem gambling, consider contacting one of the following resources:
